A shopper buys a $300 appliance partly because of a $50 rebate. Six weeks later the money has not arrived, and the only person who remembers the promise is the one who made it.

Rebates rarely fail at launch. They fail at the last step, when someone has to validate the claim, pick a payout method and send funds in the right currency. That is where promotions lose customers and finance teams lose weekends.

We compared 10 platforms by the job each one does in a rebate or promotion program: paying out, delivering rewards, or running the offer rules. Match the platform to the job you need done, not to the category name on its homepage.

Disclosure: Xoxoday publishes this guide and Plum is one of the 10. All are judged on the same criteria.

What Makes the Best Rebate Fulfillment Platform?

Rebate fulfillment is the work after the customer qualifies: confirming the claim, choosing how to pay and getting the money there. The data below shows why speed and ease matter at that step.

Source: Forrester, 2025 consumer loyalty survey; Deloitte, 2024 Consumer Loyalty Survey; University of Florida mail-in rebate study, reported 2004 (1,233 students, so directional only).

We judged every platform on five tests:

  • Payout speed and method range. Can a recipient get a card, wallet or bank payment, or is the platform limited to one format?
  • Claim validation and fraud controls. Look for duplicate-claim checks, redemption limits and approvals before money moves.
  • Global reach and currency. Check country coverage and local currency payouts for the markets where your customers actually live.
  • Triggers and integrations. An approved claim in your CRM or portal should fire the payout with no manual step.
  • Reporting. Marketing and finance both need payout status and spend by campaign.

We weighted payout range and integrations most, because that is where rebate programs stall at scale. Only some platforms here validate claims. Promotion engines run the offer rules, payout providers move the money, and reward delivery tools sit in between. Feature claims come from each vendor's public pages, written in our own words. Ratings come from G2 and Capterra as of October 2026 and change over time. Where a score rests on fewer than 20 reviews, we show the count.

1. Xoxoday Plum

Role: Payout rails. Plum sends rebates, cashbacks and rewards as digital payouts. The recipient picks the method that suits them, whether that is a prepaid card, a wallet, a bank transfer or push-to-debit. A single API call or bulk file can reach up to 10,000 recipients, and the catalog covers 10M+ reward options across 150+ countries.

Finance teams get approvals, limits and budget thresholds, plus W-9 and 1099 handling before money moves. Teams usually trigger Plum from the system that validates the claim, such as a CRM or a rebate portal, and every payout status comes back through webhooks.

Pros
  • Recipient chooses between prepaid card, wallet, bank transfer and push-to-debit
  • Bulk and API payouts with live status tracking
  • Approvals, limits and tax-form checks built into the payout flow
Cons
  • Pays out after a claim is approved, so offer rules and receipt checks stay in your own system

2. Onbe

Role: Payout rails. Onbe's Incentivize product delivers consumer rebates, rewards and loyalty payouts as a managed program. The vendor handles fraud and compliance review, customer service and reporting, so a brand does not staff those functions itself. Recipients collect through a branded experience.

Payout options include virtual and physical cards, ACH, PayPal, Venmo, push to card and mobile wallets. Onbe was formed by the merger of daVinci Payments and North Lane and took its current name in 2021. The company says it has paid more than 290 million consumers.

Pros
  • Managed program with fraud, compliance and support included
  • Wide payout range, from ACH to Venmo to mobile wallets
  • Sister products for contractor payments and refunds
Cons
  • A payout and program-management provider, so offer targeting and rules sit elsewhere

3. Berkeley Payment

Role: Payout rails. Berkeley Payment is card-issuing infrastructure rather than a reward catalog. A business launches its own branded prepaid card program to reward customers or employees, with virtual cards issued instantly and physical cards printed with custom artwork.

Spend controls cover ATM, point-of-sale and online use, and a card can be single-use or reloadable. The company says it serves 500+ clients and 10M+ accounts. The public pages describe the card platform, not rebate claim tooling.

Pros
  • Instant virtual cards and custom-artwork physical cards
  • Spend controls by channel, plus single-use or multi-use cards
  • Programs carry your own brand, not a vendor's
Cons
  • Public pages cover card issuing only, so claim validation needs another system

4. eGifter

Role: Reward delivery. eGifter delivers digital or physical gift cards and reward cards for incentive and rebate-style programs. Recipients get them by email or text within moments, and teams can order in bulk from a spreadsheet or through a real-time Gift Card API.

The Rewards Choice Card lets a recipient pick from 300+ retailers, and the Local Choice Card reaches 100,000+ local merchants. A native Salesforce integration, white-label branding and department-level budget controls round it out. Catalog depth depends on account tier. The company says it covers 1,000+ brands across 55 countries.

Pros
  • Recipient-choice cards across national and local merchants
  • Native Salesforce integration and a real-time API
  • Bulk ordering and budget controls by department
Cons
  • Catalog depth varies by account tier, so confirm the brands you need are in yours

5. Ifeelgoods

Role: Reward delivery. Ifeelgoods is a reward-fulfillment layer for digital gift cards and codes. A brand triggers rewards through its API, sends them in bulk by SMS or email, or opens a white-label storefront where recipients choose.

Its multi-brand catalog lists 450+ retailers across 16 categories. The company says 4,500+ client companies use it and that it has issued EUR 270M in cards across 7 countries. It is part of UGGY Group. Public pages show gift cards and codes, not bank or card payouts.

Pros
  • Programmatic issuance through an API
  • Bulk SMS and email sends for campaign launches
  • White-label storefronts so recipients choose
Cons
  • Public pages show gift cards and codes only, with no card, ACH or wallet payout rails

6. Recharge.com

Role: Reward delivery. Recharge.com began as a consumer marketplace for prepaid credit, gift cards and mobile top-ups, with an API for gift card distribution. It moved into B2B in 2025 by acquiring Giftcloud from Groupon, which adds branded digital campaigns for acquisition, retention and referral.

Coda Payments completed its acquisition of Recharge in August 2025, and the brands continue to operate. Giftcloud's customers include Vodafone, Sky and TalkTalk, according to company announcements. The facts here come from press coverage because the company site blocked automated reading.

Pros
  • Gift card, gaming and mobile top-up catalog
  • API distribution for gift cards
  • Branded campaign tooling through Giftcloud
Cons
  • The B2B offer is new as of 2025 and is still being folded into a larger group

7. RevTrax

Role: Promotion engine. RevTrax issues and manages digital offers, coupons and incentives for CPG, retail and quick-service brands, with rebates listed among its mechanics. AI personalizes offers and flags fraud. Universal Mobile Offer lets one offer work across retailers.

Neptune Retail Solutions acquired RevTrax in 2021, though the product still carries its own name. The company says it has run 345M+ optimized engagements. It is an offer engine, so payout rails are not shown on its public pages.

Pros
  • Retailer-agnostic digital offers through Universal Mobile Offer
  • AI personalization and fraud detection
  • Integrations with Salesforce, Oracle and Rakuten Marketing
Cons
  • Public pages show offer management, not cash-out rebate payouts

8. Talon.One

Role: Promotion engine. Talon. One is a rules engine for promotions and loyalty. Teams configure discounts, bundles, personalized offers and loyalty programs, then run them across web, app and in-store channels. It connects to 40+ systems, including Shopify, Salesforce Commerce Cloud, Braze, Adobe and POS and ERP tools.

Adyen announced plans to acquire the company in April 2026. The company lists Adidas, Sephora, Ticketmaster and KFC among its customers. It decides who gets an offer, not how the money is paid, so it pairs with a payout provider.

Pros
  • Flexible rules for discounts, bundles and personalized offers
  • Loyalty and promotions managed in one engine
  • 40+ integrations across commerce, CRM and POS
Cons
  • Built for offer logic, so rebate claims and payouts need another provider

9. Voucherify

Role: Promotion engine. Voucherify gives developers an API for coupons, discounts, loyalty points, gift cards, referrals and bundles. Rules and budget caps control each campaign, and a no-code Rule Builder lets marketers set targeting without a ticket.

Fraud controls include velocity caps and redemption limits. SDKs cover JavaScript, Python, PHP, Java, Ruby and .NET, with webhooks and Kafka connectors for data flow. The company says its API responds in under 50 ms with 99.99% uptime. Public pages cover offer decisioning and redemption control, not claim processing or payouts.

Pros
  • SDKs in six languages, plus webhooks and Kafka connectors
  • Velocity caps and budget limits against abuse
  • No-code Rule Builder for marketers
Cons
  • Offers and redemptions only, so payouts need a separate provider

What to Ask Before You Switch Platforms

Demos make every platform look the same. These four questions separate the real differences.

  • Who validates the claim, and who pays it? Many programs need two vendors, so ask how an approved claim passes from one to the other.
  • Which payout methods reach our customers? Get a list for your top five countries, not a global claim.
  • What happens when a payout fails? Ask to see how a bounced card or a wrong account is retried and reported.
  • What does finance see? Confirm payout status, spend by campaign and tax-form handling are available without an export request.

Which Rebate Fulfillment Platform Should You Choose?

If you already validate claims and need to pay people in many countries, start with Plum, Onbe or Berkeley Payment. If your reward is a gift card, compare eGifter, Ifeelgoods and Recharge.com. If you need to run the offer itself, look at RevTrax, Talon. One, Voucherify or Uniqodo, then pair one with a payout provider.

To go deeper on payouts, read how reloadable prepaid cards work for business, what a mass payout platform does and how cashback reward campaigns run. Then see how Xoxoday Plum handles payouts.
